I am a US citizen of Indian origin, not a visa holder. Do these guides still apply to me?

Yes. US tax residency for reporting purposes (FBAR, FATCA, the foreign tax credit) applies to US citizens and green card holders the same way it applies to other US tax residents, regardless of when you last lived in India or whether you still hold Indian citizenship.
